Vanguard is trying to get out of the direct mutual fund business and switch their customer base over to Vanguard brokerage and Vanguard ETFs. I believe they have eliminated all the mutual fund only accounts. Right now they are offering in kind transfers from mutual funds to the corresponding ETFs when the ETFs exist.
